Migrants, EU Commission adopts new agenda, but remains split … – The Republic

BRUSSELS – Reduce the incentives for irregular migration, manage and secure the external borders of the EU, to protect asylum seekers and create a new policy of legal migration. These are the four pillars on which the new agenda of the EU Commission sul’immigrazione approved today. The announcement was made by the High Representative for Foreign Affairs, Federica Mogherini, with a tweet. According to the plan, Italy will be exempted from having to accept quotas of new refugees, has specified Mogherini, meaning that our country has already exceeded the planned redistribution of the schemes presented by the Commission today.

Split between the United . Among the concrete and immediate actions of the agenda is the proposal to distribute the refugees among member states, in emergency situations, according to the allocation formula that will take into account four parameters: population, GDP, unemployment and refugees already received on the national territory. The new mechanism will be based on enabling, for the first time, the emergency system provided for in Article 78, paragraph 3, of the Treaty on European Union, which aims to help the Member States concerned by a sudden influx of migrants .

Operation against human traffickers . Immediately it will launch a naval operation under the Common Security and Defence Policy (CSDP) in the Mediterranean aimed at dismantling the traffickers, especially in Libya. The proposal will be submitted next Monday to the Ministers of Foreign Affairs and Defence of the EU, and later, in June, the European Parliament, the ministers of the Interior and then to the European Council of Heads of State and Government, which is expected to launch the operation. Meanwhile, said the High Representative for Common Foreign and Security Policy, Federica Mogherini, “I expect the un Security Council adopt a resolution” that would give the EU the international coverage of the mandate to intervene. But, he pointed Mogherini, “there will be presentations of the earth”, contrary to what he had anticipated the Guardian . Meanwhile, the government and the Libyan army in Tobruk reiterate the warning “not to touch the sovereignty of the state and warn all vessels not to enter the territorial waters of Libya only after coordination with the relevant bodies.” In case of violation of the interim government “will react with bombings like those against the cargo turkish”. The government, which controls eastern Libya and is internationally recognized, in a statement said that “what happened to the Turkish ship is the effect of the entry of force in Libyan territorial waters.” Its armed forces, in another statement, warning that “will not hesitate” to “protect their borders and territorial waters with all the force at their disposal.”

tripled means to Frontex, Triton and Poseidon. The third agenda item concerns the strengthening of Triton and Poseidon, joint operations border monitoring agency Frontex, for which will be tripled the capacities and resources in 2015 and 2016, as requested by the Council European strordinario of 23 April. The strengthening of Frontex operations will mean an increase in capacity and the scope of intervention and to search and rescue at sea. Today the Commission adopted an amending budget for 2015 that provides the necessary funds: a total of 89 million euro (57 million for the fund asylum, migration and integration, and 5 million for the Internal Security Fund) has been earmarked for funding Emergency allocated to member states in the front line, while by the end of May will be presented the new operating plan Triton.

Resettlement . Finally, the last point concerns the refugees already living in refugee camps in third countries (particularly Jordan and Turkey) that have already established a right to international protection, and that the UN High Commissioner for Refugees has long called for resettle, at least in part, in EU countries. By late May, the Commission will propose a program of resettlement in all EU countries to 20,000 refugees with obvious need of international protection, allocating for this purpose additional funding of 50 million euro for 2015 and 2016. The latter measure, the program of voluntary resettlement of refugees in the EU today in third countries, not to be confused with the first measure on mandatory quotas or the sharing mechanism in the Member States of asylum seekers arriving in the EU in an emergency situation.

Mogherini: “Great strides.” “Splitting responsibility in Europe means to gain credibility and cooperation with the UN is essential if we want to solve the problem,” said Mogherini in At a press conference in Brussels. The High Representative stressed that “finally get a European response, and is a global response, that captures all aspects of the problem. We proceeded in an integrated and coordinated.” In recent weeks, he added Mogherini, Europe “has made great strides” and, among the measures taken, there is that “to strengthen the civilian mission in Nigeria, we have to deal with the immigration issue even before people come in Libya. We must strengthen the engagement with the countries of origin of migration. ” Only then, he says Mogherini “we will deal with the root causes of the emergency destroying criminal organizations and helping migrants to flee their hands.” As for our country, he has specified that it will be exempt from having to accept quotas of new refugees. “We will put in place a quota system. We must be more solidarity between us”, said the EU Commission President Jean Claude Juncker from Twitter, after the approval of the Agenda on migration.

Figures . The plan provides for the redistribution of migrants between the Member States on the basis of predetermined allowances: in Italy will arrive 9.94% to 20,000 refugees (fewer than 2,000) currently residing in refugee camps abroad and who qualify for refugee status (resettlement), and 11.84% of the asylum seekers already in Europe or who will enter directly in the European territory (ricollocamenti). Italy has the third highest share for ricollocamenti, that is, for the redistribution of migrants already in the EU. The first is Germany (18.42%) followed by France (14.17%). For the resettlement of refugees in the camps in third countries, Italy is in fourth place after Germany instead 15.43%, 3,086; France 11,87%, in 2375; and Great Britain 11,54%, 2309. However, the United Kingdom (as well as Denmark and Ireland) have the opportunity to “opt out” and therefore not to participate. These all share distribution among EU countries of 20 thousand refugees from camps in third countries: Austria 2.22%, 444; Belgium 2.45%, 490; Bulgaria 1.08%, 216; Croatia 1.58%, 315; Cyprus 0.34%, 69; Czech Republic 2.63%, 525; Denmark 1.73%, 345; Estonia 1.63%, 326; Finland 1.46%, 293; France 11,87%, in 2375; Germany, 15.43%, 3086; Greece 1.61%, 323; Hungary, 1.53%, 307; Ireland 1.36%, 272; Italy 9.94%, 1989; Latvia 1.10%, 220; Lithuania, 1.03%, 207; Luxembourg 0.74%, 147; Malta, 0.6%, 121; Netherlands, 3.66%, 732; Poland, 4.81%, 962; Portugal, 3.52%, 704; Romania, 3.29%, 657; Slovakia 1.6%, 319; Slovenia, 1.03%, 207; Spain 7.75%, in 1549; Sweden, 2.46%, 491; Britain 11.54%, 2309. These shares distribution among EU countries of refugees already on European soil: Austria, 2.62%; Belgium, 2.91%; Bulgaria, 1.25%; Croatia, 1.73%; Cyprus 0.39%; Czech Republic, 2.98%; Estonia, 1.76%; Finland, 1.72%; France, 14.17%; Germany, 18.42%; Greece, 1.9%; Hungary, 1.79%; Italy, 11.84%; Latvia, 1.21%; Lithuania, 1.16%; Luxembourg, 0.85%; Malta, 0.69%; Netherlands, 4.35%; Poland, 5.64%; Portugal, 3.89%; Romania, 3.75%; Slovakia, 1.78%; Slovenia, 1.15%; Spain 9.10% Sweden 2.92%.

Alfano: “Day of Truth”. “Today is the day of truth, today could drop the wall Dublin, Directive ie requiring migrants to remain in the country of first entry, “he said this morning, interviewed in Radio1 Rai , Interior Minister Angelino Alfano. “If today strappassimo yes quota of migrants, that is, if each country, essentially because compulsory, agreed to receive a share of migrants coming into Europe, this would be a first major success. It would allow a wider circulation of migrants, then may go to other European countries and not only in Italy. Do not forget that after the massacre of Lampedusa, Italy was left completely alone, spending 300,000 Euros per day and 9 million per month, as part of ‘Mare Nostrum transaction. We are a sovereign state and with regard to checks on migrants are ready to continue to go it alone, as we have done so far. But – granted Alfano – if this is part of a broader agreement to breakdown of migrants, in the wake of a Europeanization of the problem, not against the entry of international officials who are working with us. If, however, are only to collect fingerprints and check us that already we take charge of everything then no. “

Divided node quotas . But it is the question of quotas more difficult to untie the knot. For the UK , migrants crossing the Mediterranean to reach Europe should be rejected, said the British Minister of Interior, Theresa May, in an editorial published in the Times. “The EU should work to establish reception sites safer in North Africa, with an active program of return” of migrants, wrote the British minister. “I disagree with the opinion” of the head of European diplomacy Federica Mogherini, according to which “not a single refugee or migrant intercepted at sea will be dismissed against his will.” “Such an approach can only encourage the crossing of the Mediterranean and to encourage even more people to put their lives in danger,” added May. To this criticism the EU Commission responded by saying that doing nothing is the most dangerous thing: “I wonder how anyone can argue that this makes the situation worse,” said the first vice president of the Committee Frans Timmermans.

Stop opposition to the introduction of mandatory quotas for the reception of migrants in the EU continues to be expressed by the Czech Republic and Slovakia . The position of the two governments was reiterated during a meeting which was attended by the Prime Minister Bohuslav Sobotka and Robert Fico. “On principle, I reject any policy of quotas,” said Slovak Fico, according to which every attitude of the EU must be based on the principle of voluntariness, respecting the decisions of individual countries. Fico expects a “tough exchange of views” in the EU on this issue. Sobotka for the current initiatives that aim to mandatory quotas constitute “a forced acceleration of the whole process, which could rather harm the debate on migration”. Last year the Czech Republic has granted asylum to 765 people, for most of Ukraine, Syria and Cuba. In Slovakia the asylum was obtained from 175 people.

Avramopolous ” 60 million in countries in the forefront. ” The European countries of the Mediterranean will have 60 million euro emergency aid to manage migration flows, announced EU Commissioner for Home Affairs, Dimitris Avramopolous. The agenda, he said, “is a concrete response to the immediate need to save lives and assist countries in the forefront with bold action, as most presence at sea of ships coordinated by Frontex, the 60 million euro allocated for emergency aid and an action plan that has serious measures against those who profit by exploiting the vulnerability of migrants “.
