Justice, green Room Prescription bill here is what expected – The Messenger

Progress on prescription but not without a new split in the majority.

You again clash, in fact, between Pd and Ap that, in the wake of the storm that followed the resignation of Maurizio Lupi, multiply the pressure on the government and, in Parliament in the House, before announcing voting against the bill and then, after a mediation of the Minister of Justice Andrea Orlando, opt for a softer abstention not hiding, however, that the Senate will battle. The bill, which prolongs the time of prescription of corruption offenses and pedophilia, passed in the House with 274 yes, 121 abstentions (besides Ap, also Psi and M5S) and 26 no FI, but the Senate, the government will have to find a point fall with the centrists, decisive in the Senate.

It is Orlando, speaking in the House, to avoid a split even more sensational, opening “to changes in the Senate,” and rejecting the charge of “an unreasonable increase of the times.” Mediation eventually succeeds because Ap, led by the leader in the Judiciary Committee Alessandro Pagano decided to tone down the clash with one abstention. But the choice comes from the substantial lack of influence of the centrist group in the House where the Senate alfaniani and UDC are decisive for the majority. It is not a coincidence that Orlando by a high states that ‘the setting of the prescription no going back, “and the other emphasizes the” merits “of the method of comparison with all parties on the text. A method that, in the Senate, could be renewed by finding a bank in M5S that again yesterday was said ready to dialogue in exchange for “three” changes however defined “essential.”

The puzzle of numbers at Palazzo Madama, however, remains, and with the ‘Wolves Casò is intended to make it even more thorny. “In the Senate, where our numbers are crucial, we want to give battle to have certain times for jobs,” warns the leader of Ncd, Angelino Alfano, not even pulling back on the other battle fielded in these hours by centrists, those on interceptions. “We ask that the measure is put in pole position, we approved in CDM reform and we were not sure about ‘Seriously,” says the owner of the Interior Ministry replicating remote to those who, like the president of the Anti-Corruption Raffaele Cantone today explained as “no” now, would “put into question the rules on wiretapping.”

It is justice, in short, the ground where Ncd wants to make its voice heard after the resignation of Wolves (intended to do the leader in Constitutional Affairs Committee with the chance to become its next president). And if the anti-corruption bill – whose plenary debate in the Senate has been postponed until tomorrow – Ncd is aligned with the Democratic Party, today, the bill sull’art.1 prescription, the alfaniani have gone to the bottom defining excessive and useless, without a reform of the criminal process, the rule increases by half the period of limitation basis of corruption and its improper. Increase that the Senate could then fall to 1/4 of the period of limitation current. Hold up, however, the agreement on the ‘freezing of prescription (for 2 years after the conviction at first instance, for one if upheld on appeal) and its postponement for serious crimes against minors on which time periods shall begin carrying eighteenth years of age.
